Many video editing programs out there will have a feature to allow you to adjust the brightness, contrast and other options. The one I like to use, after experimenting with many over the years is Adobe's Premiere Elements
. In it's Edit tab there are "effects" that you add to your video. Adding the "Brightness & Contrast" effect will adjust the brightness globally across the entire video clip. Here's a quick screenshot:
