Many video editing programs out there will have a feature to allow you to adjust the brightness, contrast and other options. The one I like to use, after experimenting with many over the years is Adobe's Premiere Elements. In it's Edit tab there are "effects" that you add to your video. Adding the "Brightness & Contrast" effect will adjust the brightness globally across the entire video clip. Here's a quick screenshot:

Premiere elements isn't free, (most aren't) but it's worth the price with everything that can be done with it, and it's fairly easy to learn. There's a free video editing program named VirtualDub that can do it as well, using a "filter", but in my opinion, VirtualDub isn't quite as beginner-friendly.
