Yes you do have to opt in to it HOWEVER I think where the privacy issues are is that a friend can check you in
SETTINGS: You can adjust the privacy settings of Places through Facebook's regular privacy page. And remember that Facebook won't track where you are unless you actively "check in" to a place or have a friend do it for you.

I may not play but I certainly don't want my friends to check me in either. I see across my new feed people checking their friends in. I opted out so that they can't go checking me in. For some it might be fine but for others like myself I just want to make sure I have taken the steps that need to be taken so I'm not tagged by a friend.
