hello

I am having some problems with a girl who keeps calling me and getting her friends to call and harrass me. I can block her phone number but she just has others call instead, or blocks her number, or uses other ways to call me, like Google Voice or Skype. I have never done this before but I would like to change my cell phone number but I'm pretty broke right now. Is it free to change your phone number or does it cost anything? And also, how do I do it? Do I just call my cell phone provider and ask them to change it for me, or can I do it in my account online? And can I choose my new number or at least part of it, like the last four digits?
