Press Windows key + X, select "Command Prompt (Admin)"
In the command window, go into the Privoxy folder that you installed to
Type "privoxy.exe --install[:Privoxy]" (no quotes)
That will install the Privoxy service, where you can see it in the Service Management console (services.msc).
