BitTorrent tracker in a TOR?

With the fall of Piratebay I think that alot are really sceptical of using BitTorrent sites to download, atleast open ones. I mean I think we all watched the single mom who was slapped with a law suite to pay out 80K per song *OUCH*. Well I try and keep up with the latest torrent news and I ran across this article yesterday at TorrentFreak:

BitTorrent Hydra: Anonymous Hidden Tracker Via Tor

Most file-sharers will be at least aware of the Tor network and the fact that it provides anonymity. Most BitTorrent users should also know by now never to use Tor for file-sharing - it is painfully slow and actually ruins the network for other people.

However, Tor has a neat trick up its sleeve known as ‘hidden services‘. Tor is able to provide anonymity to servers by offering Tor clients or relays which run specially configured software. In order to hide the IP address of a service (in this case, a BitTorrent tracker), they are accessed via the special Tor .onion pseudo TLD (top level domain). The Tor network sees .onion and routes data to and from the hidden service, completely anonymously.

Ok I understand what TOR is and in the past I have used it. If your not sure what it is then click the link above but its a proxy network type of service but much more extensive. I just cant wrap my head around how they can do this with a tor. I mean I can understand the downloading but the uploading and seeding is what has me thrown for a loop. Not to mention how do you keep track of who is and who is not seeding. I guess because its a open torrent site its not as important. The whole thing has me baffled. Anyone else have a take on this after reading the article above?

For now I think I'm pretty happy with the private ones I use.
